WILLEMSTAD - Prime Minister Eugene Rhuggenaath hopes to be able to start negotiations with a takeover candidate for the refinery before the end of the year.
He reported this during the budget debate in Parliament. It would be the fourth time that negotiations will be started this year.
The Prime Minister is nevertheless hopeful about the option of finding a candidate for the Isla.
