Debate Intensifies Over Gaming Authority and Regulatory Reform in Curaçao

WILLEMSTAD – Curaçao’s online gaming sector, once infamous for lax oversight, has been placed in the spotlight as questions mount over how regulatory reforms are unfolding and whether governance structures are operating with adequate transparency and effectiveness.

Central to the debate is the Curaçao Gaming Authority (CGA), established under the Landsverordening op de Kansspelen (LOK) to replace the older licence model and introduce stricter supervision of gambling operators. Despite the law’s intention to elevate Curaçao’s regulatory credibility, recent reports have ignited public discussion about the integrity and performance of the regulator.

One flashpoint is emerging correspondence suggesting the Openbaar Ministerie Curaçao may be conducting an investigation into the CGA, although the authority itself says it has no knowledge of such a probe. This uncertainty has prompted the CGA to seek formal clarification from the Shalten Hato, who now oversees the sector following administrative changes that moved responsibility from the Ministry of Finance.

The situation has drawn reactions from regulatory watchdogs. The College financieel toezicht has stressed that integrity and transparency are essential components of financial governance, particularly for bodies like the CGA that regulate lucrative and internationally interconnected industries. The Cft says it has detected “signals” of potential discussions around integrity issues, although it has not publicly detailed their nature.

Meanwhile, a leading representative of the sector, the Curaçao Online Gaming Association, has expressed concern that recent scrutiny and public debate could damage Curaçao’s reputation and the stability of the online gaming market. The association argues that collaboration between the CGA and industry participants has already produced meaningful progress, and that continued negative press may undermine investor confidence and disrupt ongoing reform efforts.

These developments unfold against the backdrop of sweeping changes introduced by the LOK, which has phased out the old master licence model and introduced centralized oversight, more rigorous compliance requirements, and new fee structures for operators. The objective of the reforms is to align Curaçao’s gaming framework more closely with international standards for responsible gambling and anti-money laundering measures.

As discussions continue among government stakeholders, regulators, and industry representatives, the outcome could influence both the immediate regulatory environment and Curaçao’s position in the global online gaming market. The sensitive balance between ensuring robust oversight and sustaining economic activity within the gaming sector is now a central point of focus for policymakers and business leaders alike.
