Local | By Correspondent November 27, 2025

WILLEMSTAD - A 24-year-old man, identified as R.H., has admitted guilt in the fatal traffic accident near Westpunt that claimed the life of 50-year-old Recheline Hooi on November 27, 2023. The admission came during a court hearing this week.

R.H. told the judge he was driving from Soto when he suddenly realized he had drifted into the middle of the road. He saw the reflectors on the center line, tried to correct his position, and collided with Hooi, who was approaching around a bend. He said he saw Hooi attempt to swerve, veer off the road and crash into another vehicle. Out of fear, he fled the scene.

Driver Fled the Scene Before Turning Himself In

R.H. later learned through Facebook, while at work, that Hooi had died from her injuries. He went home immediately and then reported himself to the police.

During earlier police interviews, he stated he had been driving between 70 and 80 km/h on a stretch where the speed limit is 60 km/h, though he denies speeding. Police noted that Hooi was not wearing a seatbelt and that road conditions were dry and good at the time of the crash.

In the courtroom, R.H. expressed remorse and apologized to Hooi’s relatives, who followed the hearing via video link from the Netherlands. He told the judge he was shocked by what happened and still does not understand why he veered left.

Prosecutor Demands Community Service and NAf 30,000 Compensation

The prosecutor stressed that fatal traffic cases weigh heavily in the justice system. She noted that while no one intends to cause a deadly accident, every driver is responsible for safe and attentive driving.

According to the prosecution, R.H.’s careless driving caused the fatal crash. The prosecutor demanded 120 hours of community service, of which 40 hours suspended, along with 30,000 guilders in damages.

Case Postponed to Allow Family to Attend

The judge did not issue an immediate ruling, explaining that part of the victim’s family could not attend the hearing. A new court date will be scheduled.
