Fragmented Responsibilities Undermine Strategic Management of Public Property

WILLEMSTAD – One of the key weaknesses identified in the report is the fragmented allocation of responsibilities for government-owned and leased buildings.

Property management tasks are spread across multiple ministries and departments, with no single authority responsible for strategy, monitoring, or performance evaluation. This fragmentation has led to inconsistent policies, unclear decision-making, and weak accountability.

The report highlights that decisions regarding acquisition, leasing, renovation, or disposal of buildings are often made in isolation, without alignment with broader government housing needs or financial planning.

It recommends the creation of a central coordinating body or strengthened mandate for an existing institution to oversee public real estate management, improve transparency, and support long-term planning.
