WILLEMSTAD - Minister of Justice Quincy Girigorie wants a shared TBS clinic for the CAS (Curaçao, Aruba, St. Maarten) and BES (Bonaire, St. Eustatius, Saba) islands.
The minister indicated this at the Four Country Judicial Consultation, where it also appeared that there will be more financial support for Justice on the islands.
TBS costs 1.5 million euros per patient per year, according to Girigorie, extra funds will also have to be reserved for this. With regard to juvenile detention, work is also being done on more intensive cooperation between the islands.
TBS is a forensic psychiatric observation where suspects of crimes are observed to ascertain whether they can be held wholly responsible for their suspected crimes. When suspects are found guilty but performed their crimes while suffering from some sort of psychiatric or psychological disorder, they may be applicable for involuntary commitment (in Dutch terbeschikkingstelling or TBS), which means to be held at disposal.
