Minister Cooper Issues Construction Permit for High-End Eco-Resort “Tera Adora” at Cas Abou

WILLEMSTAD – Curaçao's Minister of Traffic, Transportation and Urban Planning (VVRP), Charles Cooper, together with the Department of Urban Planning (ROP), has officially issued the construction permit for the ambitious eco-resort project “Tera Adora.” The sustainable, high-end development will be located near Cas Abou beach and marks a significant step in the island's commitment to sustainable tourism. 

The resort will span 33 hectares and feature 120 hotel rooms built on the southern hillside (Hotelheuvel) and 50 exclusive villas on the northern hillside (Villaheuvel). A beachfront restaurant, open to the public, will offer panoramic ocean views, and plans include a striking future skybridge connecting the hotel, villas, and beach into a unified master plan. 

A key component of the project is the comprehensive reorganization of Cas Abou beach, which remains public and is owned by APC (Algemeen Pensioenfonds Curaçao). The redevelopment includes a new commercial zone with restaurants, shops, and expanded parking facilities to better serve locals, tourists, guests, and villa owners. This part of the project is being led by APC. 

What sets Tera Adora apart is its full commitment to sustainability. The resort will be energy-neutral and self-sufficient, using solar energy, water purification systems, and modern architectural techniques for natural ventilation and efficient cooling. Both greywater and regular wastewater will be reused on-site, enhancing the area's green footprint. Cultural and historical heritage values will also be taken into account during the development. 

The total investment in the project exceeds USD 140 million, covering both the hotel and villa components. The internationally recognized hotel operator will be announced soon. 

Minister Cooper emphasized the importance of sustainable development: 

“Tera Adora is a clear example of how tourism can grow in harmony with nature, cultural values, innovation, and economic contribution to our community.” 

With the official construction permit now granted, the project takes its first formal step toward realizing a resort that will place Curaçao on the global map as a sustainable and exclusive destination.
