Parliament Orders Independent Investigation Into Financial Management of Kas di Kòrsou

WILLEMSTAD – The Parliament of Curaçao has adopted a motion instructing the General Audit Office (Kontrolaria General) to carry out an independent investigation into the integrity, legality, and effectiveness of the financial management of Kas di Kòrsou and the Minister Plenipotentiary’s office over the period 2022–2025.

The motion was adopted during a public parliamentary session on December 15, 2025, and was approved by general vote, according to the official voting list .

Concerns Over Financial Discrepancies

In the explanatory section of the motion, Parliament outlines a series of concerns that prompted the call for an investigation. These include reported discrepancies between invoices paid by Kas di Kòrsou and invoices declared, irregularities in billing related to members of Parliament traveling to the Netherlands, and inconsistencies between taxi transport costs charged by Kas di Kòrsou and those declared to Parliament.

Parliament also cites weaknesses in the internal payment system of Kas di Kòrsou, stating that the current setup limits effective parliamentary oversight. In addition, the motion refers to the possible occurrence of incorrect or unlawful payments made by or on behalf of Parliament through Kas di Kòrsou.

One specific finding highlighted is a discrepancy in 2022 amounting to ANG 14,779, representing 39.3 percent of total declared invoices, raising questions about financial controls and documentation.

Earlier Signals and Labor Disputes

The motion notes that concerns about financial and personnel management at Kas di Kòrsou have been raised publicly and internally over an extended period. Different employees reportedly expressed unease about management practices, while in September 2025, two employees were suspended, prompting government intervention and the involvement of the ABVO trade union in a labor dispute.

Parliament further states that relevant financial documentation for the years 2023 and 2024 had previously been requested but was not fully provided, increasing the urgency for independent scrutiny.

Scope of the Investigation

Through the adopted motion, Parliament formally requests that the General Audit Office initiate an investigation as soon as possible into the integrity, legality, efficiency, and effectiveness of financial management at Kas di Kòrsou and within the Minister Plenipotentiary’s portfolio during the period 2022–2025.

The outcome of the investigation is expected to provide clarity on whether public funds were managed in accordance with applicable laws and standards, and whether structural improvements are needed in financial oversight and accountability.

The motion has been forwarded to the Government of Curaçao and the General Audit Office, marking the start of what is expected to be a significant review of financial governance within one of the Kingdom’s key representative institutions.
