WILLEMSTAD - Political party Movementu Progresivo (MP) had a plan last year for the traffic congestion on the Carcasbaaiweg. They wanted an 'elevated highway', a kind of toll road. The Minister of Transport, Transport and Urban Planning (VVRP) Charles Cooper reported almost the same plan yesterday.
Cooper and MP's proposal would have to be built partly on stilts. It goes through a conservation area. The hills may not be replaced by a road. The road is intended to reduce traffic congestion on this busy road.
The proposed road has minimal impact on nature and must be built according to the principle of 'Design Bid Build' and 'Design Build Finance Operate and Maintain' (DBFOM).
The investment is repaid by making users pay for the road. The road does not have to cost the government money. The government is responsible for design and maintenance.
