WILLEMSTAD - The refinery is in better condition in 2019 than when Shell sold it to Curaçao for a guilder. That is what the answer the Isla gave to RdK, the state company that owns the refinery.
The RdK had said that the installations must be returned to their original state when PdVSA leaves. According to the refinery, PdVSA spends 270 million guilders on maintenance every year.
