Surge in Pro-Russian Hacktivism Raises Concerns for Curaçao’s Public Institutions

WILLEMSTAD - Pro-Russian hacktivist groups continue to launch cyberattacks on government websites and public institutions across Europe, and cybersecurity officials warn that the Dutch Caribbean must remain vigilant. 

The Cybersecuritybeeld Nederland 2025 identifies the group NoName057(16) as a leading actor behind multiple DDoS campaigns targeting Dutch government websites, political institutions, transport companies, and NATO-related systems.  

Caribbean Risks 

While these attacks have primarily targeted the European part of the Kingdom, experts warn that Curaçao could be indirectly affected because: 

Kingdom institutions operate servers for all islands  

Caribbean government websites rely heavily on European IT suppliers  

pro-Russian groups target countries supporting Ukraine — including the Netherlands  

International Crackdowns, but Threat Remains 

European investigators recently dismantled more than 100 servers linked to NoName057(16) and arrested multiple individuals.  

Despite these efforts, the group remains active and has expanded alliances with other cyber groups, the report says. 

Curaçao’s digital public sector, which has seen previous disruptions due to software failures and cyber incidents, is now urged to strengthen protection.
