Three foundations receive unjustified subsidies

WILLEMSTAD - According to the General Audit Chamber of Curaçao (ARC), three foundations were awarded a subsidy in 2010, which afterwards turned out to be illegal allocations. That is the conclusion the ARC has drawn after extensive research.

These are the after-school project FFA (Fundashon Formashon i Alegria Despues di Skol) and the two sports and community centers: CSDB (Centro Social i Deportivo Barber) and FCVB (Fundashon Centro di Victory Boys).

In October 2010, the Council of Ministers approved an allocation of 1,064,600 guilders for the three foundations mentioned. In 2018, a motion was unanimously passed in parliament to thoroughly examine these three allocations.

The Court had several reasons for opening an investigation. In the first place, Parliament has indicated that it would like to know more about the legality and efficiency of funding with money from the treasury. In addition, it is also about the general interest of promoting education, sports and a healthy lifestyle in a financially responsible manner.

It turned out that the subsidy was not awarded in accordance with the regulations drawn up by the Council of Ministers in the 2001 Policy Document on Subsidy Policy. Several legal provisions were allegedly violated. For example, all three applications were approved outside a meeting of the Council of Ministers.

In addition, the Ministry of Education, Science, Sports and Culture failed to further check the subsidy upon receipt. The ministry also failed to check whether the foundations' objectives have been achieved.
