Cabinet Approves Public Sector Reform Restart, Land Swap in Otrobanda, and New Rules for Foreign Artists

WILLEMSTAD – The Council of Ministers of Curaçao took several key national-level decisions during its meeting on Wednesday, December 17, 2025, aimed at strengthening public administration, resolving land issues in Otrobanda, and regulating performances by foreign artists during the festive season.

One of the main decisions was the approval to restart the Future Proof Organization (FPO) program, a major public sector reform initiative under the Ministry of Governance, Planning and Public Service Management. The program is intended to modernize and reinforce the government apparatus. The Secretaries-General of the ministries of Governance, Planning and Public Service Management and Finance have been tasked with preparing a revised proposal, including an updated implementation plan. Progress on the program will be reported quarterly, and the Council of Secretaries-General will serve as the steering committee.

The Council of Ministers also approved a concept land exchange between the Country of Curaçao and the owners of the Kranshi Bieu Estate in Otrobanda. The exchange involves relatively small parcels of land and is intended to resolve longstanding property and planning issues in the area. The Minister of Traffic, Transport and Urban Planning, or the (acting) director of Domain Management, is authorized to sign the agreement and the notarial deed on behalf of the country.

In addition, the Cabinet approved the joint drafting of a ministerial regulation governing permits for foreign artists performing during the holiday season. The regulation will apply to performances taking place between December 1, 2025, and the first Sunday after the 2026 Carnival parade. The measure is based on Article 47 of the National Ordinance on Public Order and is being developed jointly by the Ministry of Justice and the Ministry of Social Development, Labor and Welfare. The goal is to provide clarity and structure for the issuance of permits during one of the island’s busiest cultural and entertainment periods.

The decisions were officially published on December 19, 2025, and form part of the government’s broader efforts to improve governance, urban planning, and public order in Curaçao.
