WILLEMSTAD – The Council of Ministers has approved a new long-term vision framework for the development of Willemstad’s historic city center, setting out policy directions through 2035. The framework, known as the Visiekader Binnenstad 2026–2035, outlines guiding principles for spatial planning, heritage preservation and economic development in the inner city.
The document was prepared under the joint responsibility of the Ministry of Traffic, Transport and Spatial Planning (VVRP) and the Ministry of Economic Development (MEO). According to the government, the framework is intended to serve as a strategic reference point for future policy choices and projects affecting the downtown area.
Although formally approved by the cabinet, the government stresses that the Visiekader is still considered a concept document. Its adoption was announced as part of the decisions taken during the Council of Ministers meeting held on Wednesday, January 26.
In a statement, the cabinet said it agreed to the Visiekader Binnenstad 2026–2035 as a guiding policy document for the spatial, cultural heritage and economic development of Willemstad’s city center. The framework aims to balance preservation of the UNESCO-listed historic areas with sustainable economic activity and urban renewal.
The Ministry of Traffic, Transport and Spatial Planning will remain responsible for coordinating implementation. Within three months, VVRP and MEO are expected to jointly develop a concrete implementation plan translating the strategic vision into practical actions and projects.
The approval of the framework marks an important step in shaping the future of Willemstad’s inner city, which faces ongoing challenges related to aging infrastructure, heritage conservation, economic vitality and livability.
