THE HAGUE - The consensus Kingdom Act on the Caribbean Body for Reform and Development (COHO) was not discussed in the Kingdom Council of Ministers in The Hague today either.
This may indicate that the countries still do not agree on how to adapt the bill to the strong criticism of the Council of State. Earlier this year, Undersecretary of Kingdom Relations Raymond Knops expressed the hope that he would be able to present the bill to the four parliaments (read: his, because the countries had hardly any say in the matter).
Now that the formation of a new government in the Netherlands seems to be completed within a few weeks, the chance is small, although it cannot be completely ruled out that Knops will return to the same post in the new cabinet.
