Parliament Calls for Program to Legalize Undocumented Migrants in Curaçao

WILLEMSTAD – The Parliament of Curaçao has adopted a motion urging the government to introduce a program for the legalization and registration of undocumented migrants, citing both economic and humanitarian considerations.

The motion was adopted during a public parliamentary session on December 15, 2025, and was approved by general vote, according to the official voting record .

Economic and Social Rationale

In the motion, Parliament states that the legalization and registration of undocumented migrants could contribute positively to Curaçao’s economy. Lawmakers point to potential benefits such as increased tax revenue, including income tax and social security contributions, as well as higher local consumption.

Parliament further notes that granting undocumented migrants access to health care, education, and the formal labor market would not only improve public health outcomes, but also strengthen compliance with human rights standards and reduce informal employment.

Healthcare Costs Already Budgeted

The motion highlights that the Government of Curaçao already allocates approximately XCG 10 million per year in the multi-annual budget to cover medical expenses related to undocumented migrants. According to Parliament, legalization could lead to better cost control and more efficient use of public funds by shifting care from emergency-based services to regular, insured access.

Two Key Instructions to Government

Through the adopted motion, Parliament instructs the government to:

  1. Introduce a legalization program for undocumented migrants living in Curaçao;
  2. Strengthen and promote public communication on the benefits of integration and the economic and social contribution of undocumented migrants to public finances and the wider community.

Lawmakers argue that clear communication is essential to foster public understanding and support for a structured and responsible migration policy.

Next Steps

The motion has been forwarded to the Government of Curaçao and the Governor, placing the issue of undocumented migration and integration firmly on the policy agenda. While the motion does not set a specific timeline, it signals parliamentary support for moving away from ad hoc measures toward a formal, regulated approach.

The adoption of the motion reflects a broader parliamentary view that addressing undocumented migration requires long-term solutions that balance economic sustainability, social cohesion, and human dignity.
