Council of Ministers Approves Key Policy Decisions on January 28, 2026

WILLEMSTAD - The Council of Ministers has adopted a series of significant decisions intended to advance strategic planning, financial management and public services in Curaçao. The weekly meeting held on Wednesday, January 28, 2026, resulted in several policy approvals that will shape governance and economic conditions in the months and years ahead.

One of the most consequential decisions was the approval of the concept document “Vision Framework Downtown 2026–2035”, developed jointly by the Ministry of Traffic, Transport and Urban Planning and the Ministry of Economic Development. The framework will serve as a guiding policy for the spatial, cultural heritage and economic development of the historic center of Willemstad. The ministers agreed that, over the next three months, a detailed implementation plan will be drafted.

In the area of public finance, the Council approved a recalibrated approach to improving Curaçao’s financial management system, as put forward by the Ministry of Finance. A new steering committee will be established, replacing the previous Program Board Roadmap, and a comprehensive action plan was adopted. The government indicates this step aims to strengthen fiscal oversight and enhance accountability in the management of public funds.

Ministers also endorsed instructions to Curaçao’s Plenipotentiary Minister ahead of the Kingdom Council of Ministers meeting scheduled for January 30, 2026. These instructions cover a range of international and Kingdom-level issues, including the 2026 budget for Sint Maarten, the G20 summit report from Johannesburg (November 2025), the Council of Europe Convention against trafficking in human organs, and changes to the Kingdom Patent Act of 1995.

A major internal policy approval was the formal adoption of the 2025–2029 Government Program, described as the guiding strategy for the current cabinet’s agenda. According to the Council, quarterly monitoring of progress will be conducted, and following final editorial review, the program will be submitted to the Curaçao Parliament for publication and legislative awareness.

The Council also approved revisions to the National Decree on the AML/CFT/CFP Committee, updating its tasks and membership. Once signed by the Governor, the amended text will be officially published, further strengthening Curaçao’s regulatory framework on anti-money laundering and countering financing of terrorism and proliferation.

On economic matters, changes to regulated fuel prices were approved, effective February 3, 2026, based on advice from the Regulatory Authority of Curaçao (RAC). Similarly, new electricity and water tariffs were approved and are scheduled to take effect February 1, 2026, also on the basis of RAC recommendations. The details of these tariff adjustments are expected to be published soon

These decisions reflect the government’s ongoing efforts to balance economic development, fiscal reform and regulatory oversight. Additional implementation details and official documents related to the decisions are expected to be released in the coming weeks.
