Dutch Government Maintains ‘Do Not Travel’ Advisory for Venezuela Due to High Risk

WILLEMSTAD — The government of the Netherlands has reaffirmed its strong travel warning for Venezuela, urging citizens and residents not to travel there under any circumstances because of serious security risks, according to the official travel advice published on the Nederland Wereldwijd website, maintained by the Dutch Ministry of Foreign Affairs.

Under the advisory, the entire country of Venezuela is assigned a red travel code, meaning the situation is considered dangerous regardless of a traveler’s purpose or location. The government explicitly states: “What your situation is: do not travel here. It is too dangerous.”

Why Travel Is Discouraged

The travel advice highlights multiple security concerns:

  • Unpredictable political and security environment: The Venezuelan government can declare a state of emergency without notice, which could lead to sudden border or airspace closures. Airlines may cancel flights with little warning.
  • High risk of arbitrary detention: Foreign nationals, including Dutch citizens, face a real threat of being arrested without clear reason. Instances of arbitrary arrest have been reported both on land and at sea.
  • Heavy presence of military and security forces: Throughout Venezuela, police and military checkpoints are widespread, particularly near borders with Colombia, Brazil and Guyana.
  • Disruption of communication: Internet and mobile networks may be severely disrupted, making it difficult to stay connected or seek help.

The advisory also warns that Venezuelan authorities strictly prohibit navigation in territorial waters, the contiguous sea zone, and the Exclusive Economic Zone without explicit permission.

What to Do if You Are in Venezuela

For people already in Venezuela, the government recommends leaving the country as soon as it can be done safely. Travelers are encouraged to register with the Dutch government’s travel information service to receive updates and emergency alerts.

Dutch embassies and consular services may be limited in their ability to provide assistance in Venezuela, reinforcing the recommendation to avoid travel and consider exit options if already inside the country.

Regional Context

The travel warning comes amid continued political instability and high levels of crime in Venezuela, factors that have led many other countries to issue similar advisories. Neighboring governments have also cautioned against travel and maritime activity near Venezuelan territory because of unpredictable security conditions.
